ABOUT THE POSITION

The County of Riverside Facilities Management is seeking to fill an Administrative Services Analyst I/II to support the Administration Human Resources Unit in Riverside.

The Administrative Services Analyst I/II (ASA I/II) will develop process improvements to advance efficiencies and practices to improve new hire experience and employee retention, create and present reports to executive management on a wide range of areas, and maintain and track mandatory compliance trainings for department employees.

The position will provide guidance to department employees and all levels of management on matters relating to benefits, leaves (FMLA, CFRA, PDL, and Military), retirement, employee relations, and act as a liaison between County HR and Facilities Management. Additionally, the ASA I/II will support the recruitment process in Neogov Online Hiring Center (OHC) by submitting new recruitments, managing candidate lists, and onboarding.

Competitive candidates will have experience in human resources personnel management, recruitment, leave management, and employee relations experience. Those that have onboarding and succession program management experience are highly preferred. Experience in Neogov OHC and PeopleSoft HCM is highly desired.

The Facilities Management Department is not offering telework/telecommute options at this time.

Riverside County provides property management and operations services for county owned and leased facilities throughout the 7,200 square miles of Riverside County and over 14 million square feet of space. The department is responsible for keeping county buildings safe, comfortable and productive for both county staff and the public.

EXAMPLES OF ESSENTIAL DUTIES

ADMINISTRATIVE SERVICES ANALYST I
--- Conduct studies of operational, service, and programmatic activities including work flow, organizational structure, operating procedures; develop reports and recommendations for appropriate action based on the analysis of collected data.
--- Assist in the preparation of budgets and perform cost/benefit analysis of specific programs; review financial data on an on-going basis to ensure conformance with established guidelines.
--- Monitor adherence to contract terms.
--- Develop written procedures to clarify or describe standard practices; design or improve forms to expedite procedures; coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations and programs.
--- Assist in the preparation of grant applications; participate in various meetings and present and/or gather data to assist management in making administrative and operational decisions; prepare a variety of records, reports, and correspondence.

ADMINISTRATIVE SERVICES ANALYST II
--- Plan, coordinate, and conduct studies of operational, service, and programmatic activities including work flow, organizational structure, and operating procedures including fiscal operations, and budget preparation and control.
--- Develop reports and recommendations for appropriate action based on the analysis of gathered data.
--- Prepare or assist in the preparation and/or review of budgets by analyzing need for budget items requested to determine whether or not items are justifiable, based on program objectives and priorities; review financial data on an on-going basis to ensure conformance with established guidelines; examine and make recommendations for the transfer of funds.
--- Recommend and establish contract forms and procedures; monitor adherence to contract terms.
--- Research availability and applicability of grant funding; research methods necessary for specific grant proposals; recommend and monitor procedures for grant implementation.
--- Upon request, develop and recommend policies and procedures; develop written procedures to clarify or describe standard practices; design or improve forms to expedite procedures.
--- Coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations and programs.
--- Participate in various meetings and present and/or gather data to assist management in making administrative and operational decisions.

MINIMUM QUALIFICATIONS

ADMINISTRATIVE SERVICES ANALYST I

OPTION IEducation: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment.

OPTION II

Experience: Four years of technical or paraprofessional experience, which included assisting in the development of administrative systems and procedures, budgetary development and analysis, financial review and reconciliation, or contract monitoring. (Completion of undergraduate level courses from an accredited college or university may substitute for the required experience on the basis of 30 semester or 45 quarter units equaling one year of the required experience.)

ADMINISTRATIVE SERVICES ANALYST II
$33.25 - $44.13 Hourly
$5,762.84 - $7,649.51 Monthly

$69,154.05 - $91,794.15 Annually

OPTION IEducation: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Paraprofessional administrative experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: One year of professional experience in an administrative capacity.

OPTION IIExperience: One year as an Administrative Services Analyst I with the County of Riverside.

ALL OPTIONSKnowledge of: Principles of administration, organization, and management necessary to analyze and evaluate operations, services, and programs; principles and practices of fiscal management and/or budgetary control and/or contract monitoring.

Ability to: Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; monitor expenditures; interpret legislative and administrative mandates and regulations; establish and maintain effective working relationships with those contacted in course of work; communicate effectively in written and verbal form.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
    A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
